This was a test NASA did years ago to test a fuel additive that was supposed to gel the fuel, and drastically lower the odds of a post-impact fire, in a crash. Obviously, it didn't work. The aircraft was a Boeing 720, a smaller capacity, lighter, medium range variant of the 707, given its own model number to indicate significant engineering changes.
