Man, that is slow flying. Actually, an Otter will do the same with flap into a wind. I did the certification flying for the Otter Baron STOL Kit, and with full flap, partial power, and the Barron STOL Kit installed, old Otter C-FUKN would stall at 39 MPH. So, if flying into a 30 MPH wind, you could get the old girl flying quite slow over the ground!
